My parents have a <a href="http://www.petsmart.com/global/product_detail.jsp?cm_ven=Froogle&cm_ite=ProductFeed&ASSORTMENT%3C%3East_id=2534374302023689&FOLDER%3C%3Efolder_id=2534374302026161&PRODUCT%3C%3Eprd_id=845524441775483&bmUID=1119383740607" rel="nofollow">Doggie Dooley</a>, which is basically a septic system for pets. Probably not so practical for renters and they're pretty useless once the ground freezes, but a good disposal option if you're a home owner in temperate climes.
