The cops in NJ, where I used to live, would shoot deer who were hit by cars all the time. If the dog had really been so injured that it had little or no chance of survival, I don't think there's anything wrong with putting it out of its misery. My quarrel is with the fact that the dog couldn't have been that injured by the car because it had no broken bones... so shooting it was wrong, in my opinion. According to the news report I saw, the only real injuries the dog suffered were from the gunshot wound and hypothermia. It didn't break any bones from the accident, so while it must have appeared to have been stunned after being hit by the car, I still don't see a justification for the cop trying to "put it out of its misery."
